이번에는 이 주제에 관해 집담회 형식의 토의와 토론으로 진행할 예정입니다.  

 

먼저 이재봉교수 등  몇몇 글과 자료를 올립니다.

이를 읽고 토론을 진행한다면 보다  알찬 집담회가 될 것 같습니다.

한반도 전쟁 위기와 미국 대통령선거

1. 한반도 안팎의 전쟁 위기

 

 

한반도 안팎에서 전쟁 위기가 높아지고 있다. 남쪽에서 삐라풍선을 보내면 북녘에선 오물풍선을 보내고, 남쪽에서 확성기 방송을 보내면 북녘에선 소음으로 대응하는 모양이다. 양쪽이 상대방 풍선이나 방송에 대한 ‘원점 타격’을 공언하면서도 멈추질 않으니 자칫하면 폭발할 것 같다. 남쪽 여기저기선 거의 매일 다양한 군사훈련을 실시하고, 정찰기들이 북녘을 감시 비행하면, 북녘에선 이에 질세라 미사일을 쏘아 올린다. 남쪽의 ‘훈련’과 북녘의 ‘도발’이 그치지 않기에 이 역시 금세 전쟁으로 이어질 듯하다.

 

 

더 위험한 건 북방한계선 (NLL)에 관한 남한의 표변과 억지다. 북방한계선은 이름 그대로 북쪽으로 올라갈 수 있는 한계를 정해놓은 선이다. 1953년 7월 정전협정 전후 이를 반대하며 무력 북진통일을 주장하던 이승만 정부의 해상 도발과 북한 침략을 막기 위해 미군이 1953년 8월 일방적으로 그은 통제선이란 말이다. 그래서 1996년 7월 김영삼 정부 이양호 국방부장관이 “NLL은 남한 함정이 북쪽으로 넘어가는 것을 막기 위해 임의로 설정한 한계선이라며, 북한 함정이 NLL을 넘어와도 정전협정 위반이 아니고 문제가 안 된다“고 했다. <조선일보>(1996.7.18)가 ”국방부장관 말이 맞다. 바다에선 지금까지 정해진 경계선이 없다“며 즉각 호응했다. 1999년 6월 1차 서해교전 (연평해전) 직전 <동아일보>(1999.6.11)는 ”NLL 이남은 우리 영해가 아니다“고 더 확실하게 보도했다. 2010년 3월 천안함 침몰과 11월 연평도 포격 이후 이들의 주장이 180도 변했다. 2013년 6월 박근혜가 “우리의 북방한계선도 수많은 젊은이들이 피로 지키고, 죽음으로 지킨 곳”이라 억지 부렸다. <동아일보>(2013.6.26)는 “NLL은 피와 죽음으로 지킨 영토선이다”는 제목의 사설에서 “NLL은 대한민국의 평화와 안정을 지켜주는 안보의 최전선이자 마지노선이다. 영토선 NLL은 단 한 치도 양보할 수 없다”고 즉각 거들었다.

 

 

이와 관련해, 김정은이 2024년 1월 새해 시정연설에서 "우리 국가의 남쪽 국경선이 명백히 그어진 이상 불법무법의 ‘북방한계선‘을 비롯한 그 어떤 경계선도 허용될 수 없으며, 대한민국이 우리의 령토, 령공, 령해를 0.001㎜라도 침범한다면 그것은 곧 전쟁도발로 간주될 것“이라고 공언했다. 2024년 10월엔 한국을 적대국가로 명시하며 북방한계선 주변 수역이 조선 영토라는 내용의 헌법 개정이 이루어질 것 같다. NLL에서 한 치도 물러날 수 없다는 남한과 영해를 0.001㎜라도 침범하면 전쟁도발로 간주하겠다는 북한 사이에 전쟁을 비켜갈 수 있겠는가.

 

 

한반도에 더욱 더 위험한 건 미국이 중국과의 패권 대결을 확장해 중국·러시아·조선에 대해 핵전쟁까지 준비하는 상황이다. 남북한의 의지와 관계없이 전쟁을 일삼는 미국 때문에 한반도가 끔찍한 전쟁터가 되는 것은 경악스럽다.

 

 

미국은 중국을 겨냥해 1990년대부터 일본과 군사동맹을 강화하고, 미국-일본-한국 3국 군사협력을 추진했다. 2000년대엔 일본 평화헌법을 수정해 재무장하도록 부추겼으며, 일본과의 공동전략 목표에 대만을 포함했다. 주한미군이 한반도 밖에서도 전투할 수 있는 근거를 마련했다. 이른바 ‘전략적 유연성 (strategic flexibility)’이다. 2010년대엔 아시아·태평양 모든 나라에 적극 개입하겠다는 ‘아시아-태평양 전략’을 세우고, 일본 자위대가 일본 밖에서도 활동할 수 있도록 미.일 방위협력 지침을 대시 개정했다. 주한미군, 주일미군, 일본 자위대까지 중국과 전쟁할 수 있는 준비를 마친 것이다.

 

 

2024년엔 미국-일본-한국이 ‘3국 안보협력체 (TSCF: Trilateral Security Cooperation Framework)’를 만들며 3국 연합군사훈련을 확대강화하고 정례화하기로 했다. 이를 위해 한국과 일본은 2023년 군사정보보호협정 (GSOMIA: General Security of Military Information Agreement)을 복원한 데 이어, 이젠 군수지원협정 (ACSA: Acquisition and Cross-Servicing Agreement)까지 추진하는 것 같다. 미국이 오래 전부터 추구해온 미.일.한 3국 군사동맹이 드디어 이루어지는 것이다. 유엔이 아니라 미국이 이끌며 남북관계에 개입하는 유엔군사령부에 독일까지 끌어들이며 확장하고 강화한다.

 

 

또한 미국은 중국과 가까운 필리핀에도 중거리 미사일을 배치했다. 나아가 중국뿐만 아니라 러시아와 조선에 대해서도 핵전쟁을 준비하는 ‘핵운용 지침 (Nuclear Employment Guidance)’까지 마련했다고 보도됐다. 2024년 현재 미국과 러시아는 각각 5,000개 이상의 핵무기를 보유하고, 약 1,500개씩 실전 배치해놓은 것으로 알려져 있다. 중국은 500개쯤 갖고 있다는데, 2030년까지 1,000개, 2035년까지 1,500개 정도 가질 것으로 예상되기에 미국과 맞먹을 수 있기 전에 타격하겠다는 것 아닌가. 대만해협에서든 남중국해나 동중국해에서든 미국이 중국을 자극해 전쟁이 터지면 세계최대 해외 미군기지가 있는 한국이 저절로 불바다가 되는 것은 필연적이다.

 

 

2. 미국 대통령선거

 

 

이런 가운데 미국 대선이 다가온다. 한반도 안팎의 전쟁 가능성을 조금이라도 줄일 후보가 누구일까. 앞에서도 얘기했듯, 남북한의 의지와 관계없이 미국의 호전적 대외정책에 의해 한반도가 끔찍한 전쟁터가 될 수 있기에 큰 관심과 적극적 경계가 필요하다.

 

 

1) 공화당 2017-2020년과 2024년 정강 그리고 트럼프의 대선후보 수락연설

 

 

트럼프는 2016년 대선운동 때부터 고립주의 (isolationism) 대외정책을 선보이기 시작했다. 미국 자신의 국가안보에 직접 위협이 되지 않는 한 전쟁에 개입하지 않겠다며, 해외파병을 자제하고, 해외주둔 미군 감축이나 철수를 추진하며, 군사동맹을 경시하고, 세계문제에 대한 개입과 간섭을 줄이며, 국내문제 해결에 집중하는 정책이다. 2017년 집권 초기엔 김정은과 서로 ‘핵 단추 (nuclear button)’를 자랑하고, ‘불과 분노 (fire and fury)’를 들먹거리며, ‘코피 터뜨리기 (bloody nose)’라는 정밀타격을 구상하기도 했다. 김정은의 ‘벼랑끝 전술 (brinkmanship)’과 트럼프의 ‘미치광이 전술 (madman theory)’이 부딪치며 한반도에 전쟁 분위기가 달아올랐다. 그러나 2018년 6월 사상 최초 북·미 정상회담을 통해 70년 이상 지속돼온 두 나라의 적대관계를 끊고 한반도에 항구적이며 공고한 평화체제를 구축하자고 합의했다. 2019년 2월 두 번째 정상회담이 결렬되면서 진전을 이루지 못했지만, 트럼프는 이후에도 김정은과 이른바 ‘연애편지 (love letter)’를 주고받으며 북한과 군사적 갈등과 긴장을 높이지는 않았다.

 

 

공화당 2024년 정강은 매우 짧아 한반도에 관해 전혀 언급하지 않은 대신, 트럼프는 2024년 대선후보 수락연설을 가장 길게 하며 전쟁과 북한에 대해 꽤 강조했다. 먼저 전쟁과 관련해 다음과 같이 말했다. “난 새로운 전쟁을 시작하지 않은 현대 최초의 대통령이었습니다...... 난 전쟁하지 않아요. 내가 물리쳤던 이슬람국가와의 전쟁 말고는 전쟁하지 않았는데, 그건 이미 시작된 전쟁이었습니다. 우리는 전쟁하지 않았어요. 나는 전화 한 통으로 전쟁을 멈출 수 있었습니다. 오직 전화 한 통으로 전쟁을 멈출 수 있었어요 (I was the first president in modern times to start no new wars... I don’t have wars. I had no wars, other than ISIS, which I defeated, but that was a war that was started. We had no wars. I could stop wars with a telephone call. I could stop wars with just a telephone call).”

 

 

북한 김정은과 관련해 말한 대목도 그대로 옮긴다. “나는 북한 김정은과 매우 잘 지냈습니다. 그와 매우 잘 지냈어요. 내가 그렇게 말할 때 언론은 몹시 싫어했지요. 알다시피 많은 핵무기를 가졌든 아니든 누군가와 잘 지내는 것은 좋습니다. 옛날엔 그게 멋진 일이라고 말했을 거에요. 지금은 그들이 ‘어떻게 그럴 수 있느냐?’고 묻습니다. 그러나 난 그와 잘 지냈고 우리는 북한으로부터의 미사일 발사를 막았습니다. 이제 북한은 다시 사나워지고 있어요. 그러나 우리가 다시 집권하면 난 그와 잘 지낼 겁니다. 그도 나를 다시 보고 싶어하겠지요. 진실을 말한다면, 그가 날 그리워하리라 생각합니다 (I got along very well, North Korea, Kim Jung Un. I got along very well with him. The press hated when I said that. Well, you know, it’s nice to get along with someone who has a lot of nuclear weapons or otherwise. See, in the old days, you’d say that’s a wonderful thing. Now they say, “How can you possibly do that?” But no, I got along with him and we stopped the missile launches from North Korea. Now, North Korea is acting up again. But when we get back, I get along with him. He’d like to see me back too. I think he misses me, if you want to know the truth).

 

 

2) 민주당 2021-2024년과 2024년 정강 그리고 해리스의 대선후보 수락연설

 

 

바이든-해리스는 2020년 대선운동 때부터 ‘미국 지도력 회복’이라는 목표와 ‘미국이 돌아왔다’는 구호를 앞세웠다. 공약으로 동맹 중시를 내걸고, 대외정책 기조에 NATO와 관계회복, 국제조약 및 국제기구 중시 등을 포함했다. 2021년 집권 즉시 ‘전세계 동맹 및 동반자관계 회복과 현대화’를 국가안보전략의 제1지침으로 삼았다. 세계경찰을 자임하며, 국제문제에 대한 미국의 적극적 개입을 추진하는 전형적 국제주의 (internationalism) 대외정책을 표방한 것이다. 민주주의를 회복하고 인권을 중시하며 독재정부와 독재자에 강경 대처한다는 명분을 내세우며, 권위주의 중국과의 전략적 경쟁에서 압도하겠다는 목표였다. 이에 따라 2021년부터 2024년까지 온갖 군사.안보 기구.조직을 새로 만들거나 확대.강화해왔다. 3국 안보협력체 (AUKUS: 미국-영국-호주), 5국 정보협력체 (Five Eyes: 미국-영국-호주-캐나다-뉴질랜드), 주한미군 우주군사령부, 한반도 유엔사 확대, 3국 안보협력체 (TSCF: 미국-일본-한국) 등이다. 그리고 NATO를 지속적으로 확장하며 러시아의 우크라이나 침공을 이끌고 휴전을 방해하며 종전을 반대해왔다.

 

 

민주당 2024년 정강은 몹시 길고 해리스의 2024년 대선후보 수락연설은 아주 짧은 게 공화당-트럼프와 대조적이다. 먼저, 정강의 끝부분 9장 <세계적 미국의 지도력 강화> ‘인도-태평양’ 편에서 바이든의 군사.안보 업적을 다음과 같이 강조한다. “미국은 인도-태평양 국가다...... 바이든은 중국의 적대적 행위와 강압을 되돌리기 위해 필리핀과 다른 동맹국들 및 동반자 국가들을 지지하면서, 인도-태평양 전역에서 항해의 자유에 대한 공약을 지켜왔다. 또한 미래의 지역 공격을 저지하기 위한 조치로, 일본에 미군주둔을 확장하고, 새로운 방위협력 협정을 통해 필리핀의 전략적 위치에 대한 접근을 확보했다. 바이든은 인도-태평양 전역에서 핵심적 다자간 협력관계 강화를 우선시했다. 쿼드 (Quad)를 격상하고...... 오커스 (AUKUS)를 창설했다...... 미국은 일본 및 남한과 역사적 삼국 캠프 데이빗 정상회담을 주선해, 남한과 워싱턴 선언을 내놓았으며, 일본과의 삼국 억제 논의를 확대했다.”

 

 

이어서 한반도와 관련해 다음과 같이 밝히고 있다. “바이든은 다수의 유엔 안보리 결의안을 위반하며 불안정을 초래하는 북한의 핵·미사일 프로그램 개발에 의한 위협에 대응하기 위해 우리 동맹들과 협력했다. 남한 및 일본과의 삼국 협력을 강화해 한반도와 그 주변에서 평화와 안정을 유지하고 있다. 트럼프는 김정은에 아첨하며 그를 정당화하고 그 북한 독재자와 ‘연애편지’를 주고받는 등 세계무대에서 미국을 당혹스럽게 하며 그 지역에서 다른 접근을 취했다. 트럼프는 무역분쟁과 관련해 귀중한 동맹인 남한을 주한미군 철수로 직접 위협했다. 바이든은 불법적 미사일 능력 증강을 포함한 북한의 도발에 맞서 특히 남한을 비롯한 동맹들 편에 설 것이다..... 그리고 억제를 보강하고 강압에 저항하기 위해 지속적으로 전통적 동맹들을 강화하며 지역 협력을 확대할 것이다.”

 

 

해리스는 짧은 대선후보 수락연설에서 이란과 김정은 그리고 트럼프를 다음과 같이 싸잡아 비판했다. “이걸 아세요. 나는 이란과 이란이 지원하는 테러리스트들에 맞서 우리 군대와 국익을 지키기 위해 필요한 무슨 행동이든 취하는 데 절대 주저하지 않을 것입니다. 트럼프를 응원하는 김정은 같은 폭군이나 독재자들의 환심을 사지 않을 것이에요. 누가 트럼프를 응원하는가요. 모두 알다시피 그들은 트럼프를 아첨과 호의로 쉽게 조종할 수 있다는 것을 알기 때문입니다 (And know this: I will never hesitate to take whatever action is necessary to defend our forces and our interests against Iran and Iran-backed terrorists. I will not cozy up to tyrants and dictators like Kim Jong-un, who are rooting for Trump. Who are rooting for Trump. Because, you know, they know — they know he is easy to manipulate with flattery and favors).

 

 

위와 같이 트럼프와 공화당은 전쟁을 하지 않았으며 앞으로도 하지 않겠다고 했다. 김정은과 잘 지내며 미사일을 막았고, 앞으로도 잘 지낼 거라고 한다. 해리스와 민주당은 세계 여기저기서 군사동맹을 확장하며 미국-일본-한국 군사협력을 강화해 북한 핵.미사일을 막고, 김정은 같은 폭군이나 독재자와는 어울리지 않겠다고 한다. 그러면 인종 차별, 성 차별, 종교 차별을 일삼으며 장사꾼, 사기꾼, 미친놈처럼 굴고 노벨평화상 욕심으로 전쟁 반대를 들먹일지라도, 김정은과 잘 지내며 북한 핵.미사일 문제를 해결하겠다는 트럼프가 김정은과의 대화·협상보다 북한 제재를 중시하고 한·미·일 군사협력 강화로 북한 핵·미사일에 대응하겠다는 해리스보다 백번 천번 낫지 않겠는가. 한반도 안팎에서 수많은 무고한 사람들이 죽어나갈 끔찍한 전쟁의 가능성을 단 1%라도 낮추기 위해서는.

”미·러는 진짜 3차 세계대전을 원하는 걸까“

우크라이나에서 전쟁이 일어난 지 2년7개월을 훌쩍 넘겼다. 공식 발표가 없으니 정확한 피해 규모야 알 수 없다. 러시아, 우크라이나를 합쳐 사상자가 100만명을 넘어선 것으로 추계된다. 프랑스 사회학자 에마뉘엘 토드는 이미 3차 세계대전이 시작되었다고 평할 정도다. 어떻게 바라보든 2차 세계대전 이후 최대 규모의 전쟁임에도 여전히 평화적 해결의 실마리는 보이지 않는다.

 

 

‘침공’의 주체는 표면적으로 러시아다. 국제정치 측면에서 윤리적 비난을 받을 수밖에 없는 입장인 셈이다. 그렇기에 미국이 러시아에 ‘북대서양조약기구(나토)를 동쪽으로 1인치도 늘리지 않겠다’는 1990년 독일 통일 당시 약속이나, 1997년 러-나토 기본협정 체결 당시 폴란드, 체코, 헝가리 등 신규 가입 회원국 외에는 더 이상 확장이 없을 것이라는 약속을 거듭 어겼음에도 이에 대해 비판의 목소리는 들리지 않는다. 미국 시카고대학의 국제정치학자인 존 미어샤이머 등이 “미국 등 서방의 약속 위반인 만큼 전쟁의 책임을 져야 한다”고 강조하고 있지만 반러시아 분위기는 쉬 바뀌지 않는다.

 

 

우크라이나는 전세계에서 극우 파시스트 집단으로서 유일하게 탱크와 대포 등 군사력을 갖춘 아조우(아조프) 연대가 있는 국가다. 네오나치 세력인 아조우 연대가 러시아계 주민들인 우크라이나 동쪽 돈바스 지역 민간인들을 잔인하게 학살하며 블라디미르 푸틴 러시아 대통령에게 “러시아인들을 보호해야 한다”는 명분을 제공한 것에 대해서도 쉬쉬할 수밖에 없다. 또한 이 전쟁이 시작된 뒤 미국과 서방이 1500억달러(한화 약 200조원)가 넘게 우크라이나에 군사적 지원을 쏟아부으며 러시아와 사실상 직접적 전쟁을 치르면서도 마치 제3자인 양 태도를 보이는 것의 기만성을 비판하기도 만만치 않다.

 

 

게다가 전쟁 이후 해외 러시아 대외자산 2800억달러(약 380조원)를 동결한 뒤 이 중 일부를 압류해서 우크라이나에 지원하겠다는 미국과 유럽연합(EU)의 조치가 나왔지만 이 기가 막힌 반자본주의적 결정의 적정성에 대해 논할 수 있는 상황조차 아니다. 2017년 이후 본격적으로 미국이 우크라이나를 앞세워 대규모 군사훈련을 진행하는 등 30년 넘도록 군사적으로 러시아를 압박하고 포위해가는 점에 대해 지적하는 것은 부담스러운 일이 될 수 있다.

 

 

그저 1, 2차 세계대전을 거치며 찢어지고 합쳐지기를 반복한 우크라이나의 현대사를 설명하거나 같은 슬라브족으로서 키예프 루스 공국 전후 최소 1천년에 걸쳐 이뤄진 우크라이나와 러시아의 기구한 역사적 관계를 되짚는 것으로 갈음해 보도되는 것만도 감지덕지할 따름이다.

 

 

그러는 사이 미·러는 직접적 군사 대격돌을 향해 한걸음씩 다가서고 있는 모양새다. 지난 11일(현지시각)에는 토니 블링컨 미국 국무장관이 우크라이나에 장거리 미사일 등을 제공해서 러시아 본토를 공격할 수 있게 하겠다는 내용을 밝혔다. 조 바이든 미 대통령은 이 계획을 아직 승인하지 않았다고 말했지만, 볼로디미르 젤렌스키 우크라이나 대통령은 24일 유엔 안전보장이사회(안보리) 회의에 참석해 전쟁 관련 자신의 ‘승리 계획’에 대해 연설하며 미국의 결심을 촉구했다. ‘승리 계획’의 핵심은 미국과 서방의 장거리 미사일 등 무기 지원을 받아 러시아 본토를 공격해서 러시아를 압박한 뒤 종전 협정 테이블로 끌어내겠다는 의지를 담았다. 이미 러시아는 장거리 미사일 사용은 나토와 미국의 직접적인 참전인 만큼 본토를 공격당할 경우 ‘핵무기 사용 가능성’까지 언급했다.

 

 

인류는 이미 제3차 세계대전 과정에 진입했을는지 모른다. 이 전쟁이 현실화하면 인류 최후의 전쟁이 될 가능성이 크다. 상상만으로도 공포스럽다. 그저 기우처럼 쓸데없는 걱정이면 좋으련만 결코 장담할 수 없다. 미국이건 러시아건 궁지에 몰린 나라가 핵무기를 만지작거리다 진짜로 사용하지 않는다는 보장은 어디에도 없다.

 

클라우제비츠가 일찍이 ‘전쟁론’에서 설파했듯 전쟁의 본질은 정치적 목적의 달성에 있다. 미국과 러시아의 목적은 무엇일까. 각자 다른 셈법이 있겠지만 최소한 그 목적이 인류의 공멸은 아닐 테다. 미·러는 전쟁놀음을 멈출 때다. 한국은 줄 세우기를 강요하는 미국의 냉전적 행태에 ‘노’ 해야 하는 때다. 세계 질서는 일극 체제에서 다양성의 가치와 개별 국가의 이해관계가 보장되는 다극적 체제로 변화하는 대전환기를 지내고 있음을 명심해야 한다.

Our Industrial Base is critical to ensuring good jobs for our people but also the reliable production of vital Defense platforms and supplies. Our Policy must be to revive our Industrial Base, with priority on Defense-critical industries. Equipment and parts critical to American Security must be MADE IN THE USA.

Republicans will use all tools of National Power to protect our Nation’s Critical Infrastructure and Industrial Base from malicious cyber actors. Then there is an international crisis, the likes of which the world has seldom been part of. Nobody can believe what’s happening. War is now raging in Europe and the Middle East, a growing specter of conflict hangs over Taiwan, Korea, the Philippines, and all of Asia, and our planet is teetering on the edge of World War III, and this will be a war like no other war because of weaponry. The weapons are no longer army tanks going back and forth, shooting at each other. These weapons are obliteration.

 

It’s time for a change. This administration can’t come close to solving the problems. We’re dealing with very tough, very fierce people. They’re fierce people. And we don’t have fierce people. President Biden recognizes that the People’s Republic of China(PRC) is America’s most consequential strategic competitor. The PRC is the only global actor that combines the intention to fundamentally reshape the U.S.-led international order with an increasing military, economic, diplomatic, and technological capacity to do so. President Biden understands the imperative of rising to this challenge while managing the competition between our countries responsibly.

 

President Biden has invested in our strength sat home and our alliances abroad to compete vigorously with China, but we do not seek conflict. He has maintained a steadfast commitment to being tough but smart towards the PRC, relentlessly advancing U.S. interests and values while ensuring a floor of stability in the relationship with China. We will make no apology in pushing back on unfair trade practices that harm American workers.

 

And we will guard against China taking advantage of America’s openness to use U.S. technologies against America, our allies, and our interests. Against this backdrop, we seek to “de-risk” and diversify the economic relationship between our countries, not decouple. We will protect a targeted number of sensitive technologies with focused restrictions, creating a “small yard and a high fence” that preserves our national security.

 

 

President Biden has taken decisive action to counter unfair economic practices by the PRC and level the playing field for American workers, strategically increasing tariffs on a variety of products such as steel and aluminum, semiconductors, electric vehicles, batteries, critical minerals, solar cells, ship-to-shore cranes, and medical products.

 

President Biden also knows that for America to succeed in future competition with China, we must continue to invest in our workers and industrial base now. That is why he issued an executive order on outbound investment, preserving and protecting American and allied national security interests by denying China access to most advanced technologies that allow them to develop their military and surveillance capacities. He also tightened restrictions on the export of artificial intelligence chips and manufacturing equipment, as well as semiconductor, artificial intelligence, and quantum computing technologies to China, stifling their military use of these technologies.

 

And in areas where it is in the interests of the United States and the world for our two nations to work together–like addressing climate change and countering fentanyl trafficking– the United States will do so. President Biden pushed China to take action to curb the flow offent any linto the Americas, as well as to commit to climate change mitigation efforts as part of a global coalition.
